Steps

Select the widget to be added.
A complete list of widgets can be found on Widget List page.

Go to desired Widget Documentation Page.
In this example, the widget to be added is
Popular Posts Small Thumbnail.

In the Widget Specification Data, there are some information, Title
and Suported Section - (View).

Go to Layout. Click Add Gadget
on the desired section (see Supported Section data).
In this example, the selected section is FEATURED SECTION - (View).

Select Link List in the Widget Options Window that opens - (View).
NOTE: All widgets in the NEOS theme use the LinkList (Link List) widget type.

Next, the Widget Configuration Window will open.
Enter the Title into the Title section of the Widget Configuration Window - (View).

Save.
At this stage, the widget has been successfully added but not displayed yet. This is because no configuration/items have been added to the Link List widget. Blogger requires at least one item to be added to the Link List widget. Follow the Widget Configuration Guide to activate the widget.
